Subsidize unproductive jobs to prevent workers from reallocating to more productive ones.

Trick people into caring more about inequality than prosperity. Make them play zero-sum games. Even better, negative-sum ones.

Promote wealth taxes to scare away the entrepreneurs who demonstrate the best ability to create jobs.

Increase graduation rates and education length as much as possible. Trick people into entering the workforce as late as possible and with as much debt as possible.

Give people a system where they can choose their party but not their candidate. Give them the impression of a democracy while retaining all power.
